City of Chicago correspondence documents that a municipal debt check was performed as part of Antonio Barnes's business-license application and that identified debt had to be resolved before a business license would be issued.

Documented Record:
The City of Chicago Department of Finance advised Barnes during the November 2023 license process that a debt check found outstanding City debt and that the debt had to be satisfied or otherwise resolved before the City would issue the business license. Barnes immediately disputed responsibility, stating that his name was associated with the debt but the Social Security number was not his and that IDOR and law enforcement had been notified.

Barnes states that the licensing problem prevented him from operating two Meek's Vegan Kitchen locations, that both locations ultimately closed, and that he lost more than $90,000 as a result.
